What Merritt Island weather does to a roof.

When the Hurricane Milton tornado came off the Banana River on October 9, 2024, it touched down near Riviera Isles and the minor damage it caused landed mostly on pool and porch enclosures, which is why a post-storm check on the island should cover those attachments as well as the main roof.

Between two rivers: permits, canal streets and shingle reroofs on Merritt Island

No city hall governs Merritt Island. The 2020 census counted 34,518 residents in this census-designated place, and since it is unincorporated, building permits for reroofs come from Brevard County. In 2025, county planning staff told the Planning and Zoning Board that incorporating the island would bring a whole new set of rules. Until that happens, the county handles the paperwork, while its permit FAQ points owners of an address inside a city to that municipality for records.

Pinnacle Roofing Group's island log opens on April 23, 2025 with a shingle roof replacement. September 18, 2025 brought a second, November 22, 2025 a third, and April 14, 2026 the latest. Every one of those four was a shingle reroof. For an island owner leaning toward something other than TAMKO architectural shingles, standing seam panels and stone-coated steel are both on the table, although this selected archive does not document an island metal example.

Canal-lined neighborhoods such as Harbor Estates line North Banana River Drive as it runs from SR 520 up to Sykes Creek Parkway. Between SR 3 and Tropical Trail lies Merritt Park Place, and Waterway Manor plus the Sykes Creek Parkway corridor by Merritt Square Mall round out more of the map. State Road 3, known locally as Courtenay Parkway, is the north-south spine, and south of the causeway it continues to historic Georgiana. Because water borders the island on both sides, every roof here belongs to the coastal zone, where salt air speeds up wear on fasteners and flashing.

Flooding has shaped county rules in the north end. Above Hall Road, in unincorporated North Merritt Island, Brevard now prohibits accessory structures that need fill. Hurricane Irma left its own mark when it damaged a Merritt Island bridge that then stayed closed for an extended period.

Riviera Isles saw the October 2024 Milton tornado firsthand: the National Weather Service tracked it across the Banana River and onto the island there, recording minor damage mainly to pool and porch enclosures. For a Riviera Isles owner, Pinnacle's free assessment photographs the joint where an enclosure or porch roof meets the house, the flashing along it, and then the main roof, and puts the findings in a written scope.

A stain tells you where water became visible. It does not, by itself, identify where water entered the roof. A useful repair assessment traces the likely entry point, looks at surrounding materials, and explains whether a localized repair can address the cause.

01A leak near a wall or chimney

The transition between roofing and a vertical surface needs its own water-shedding details. Ask the roofer to show the flashing condition and explain how the repair will connect to the surrounding roof. A bead of sealant and a rebuilt flashing detail are different scopes of work.

02A stain that returns after a patch

Bring the earlier invoice and photos. They help distinguish a repeated problem in the same area from a new leak nearby. Ask what the next repair changes and which parts of the previous work can remain. Make the limits of a localized repair clear before authorizing it.

03Visible damage in one area

A missing shingle, damaged vent or cracked tile deserves inspection of the surrounding assembly. The relevant question is whether adjacent materials can accept a durable repair. Color matching, access and discontinued products can affect the finished result even when the repair area is small.

Will a roof replacement in Merritt Island need a permit?

Yes. Since Merritt Island is unincorporated, the permit comes from Brevard County's Planning and Development Department, Building Permits, based in Viera. Pinnacle prepares and files that application for its own reroofs and books the county inspections. If your Merritt Island mailing address actually falls inside a city, that municipality handles it instead.

If Merritt Island incorporates someday, does the permit office change?

County planning staff told the Planning and Zoning Board in 2025 that an incorporated Merritt Island would be under a whole new set of rules. As things stand, the island has no city government, so Brevard County permits its reroofs.

What did the Hurricane Milton tornado do on Merritt Island?
