Reroofing Casselberry's 1980s neighborhoods inside the Lake Jesup watershed

Casselberry's stormwater page says almost every address in the city lies within the Lake Jesup watershed, and it puts the point bluntly: "Everyone Lives in a Flood Zone!" One community has lived that warning. Residents of Summerloch Green reported flood water inside their homes after Hurricane Ian in 2022, and the neighborhood flooded again in November 2023 after several days of rain. Rising ground water is beyond any roof's reach, yet the roof still governs how much rain gets to the decking, and on the shaded streets near Lake Howell and Lake Kathryn that decking dries slowly once the clouds move off.

Two subdivisions show the city's building wave. Creeks Bend went up mostly in 1984 and 1985, while Huntleigh Woods, off Red Bug Lake Road not far from the county park on Red Bug Lake, filled in mostly between 1983 and 1995. Plans for a new roof on either street are now checked against the 2023 Florida Building Code, 8th Edition, so a replacement on a 1985 Creeks Bend house answers to a code edition written nearly four decades after the house was built.

The selected Casselberry project examples are shingle replacements. A replacement in May 2025 came first. Two more were completed on September 9 and September 11, 2025, two days apart, and another was finished in March 2026.

Hibbard Casselberry served as first mayor of the tax-free town incorporated on October 10, 1940. It counted 407 residents in 1950 and 28,794 at the 2020 census. A homeowner inside city limits deals with the city, not the county, for a reroof: the application goes to the Building Division through its online portal, and on our jobs we file it ourselves and arrange the inspections that follow.

A stain tells you where water became visible. It does not, by itself, identify where water entered the roof. A useful repair assessment traces the likely entry point, looks at surrounding materials, and explains whether a localized repair can address the cause.

01A leak near a wall or chimney

The transition between roofing and a vertical surface needs its own water-shedding details. Ask the roofer to show the flashing condition and explain how the repair will connect to the surrounding roof. A bead of sealant and a rebuilt flashing detail are different scopes of work.

02A stain that returns after a patch

Bring the earlier invoice and photos. They help distinguish a repeated problem in the same area from a new leak nearby. Ask what the next repair changes and which parts of the previous work can remain. Make the limits of a localized repair clear before authorizing it.

03Visible damage in one area

A missing shingle, damaged vent or cracked tile deserves inspection of the surrounding assembly. The relevant question is whether adjacent materials can accept a durable repair. Color matching, access and discontinued products can affect the finished result even when the repair area is small.

Will a roof replacement in Casselberry need a permit?

Yes. Inside city limits, re-roof permits are issued by Casselberry's own Building Division, with applications entered through the city's online portal and plans checked against the 2023 Florida Building Code, 8th Edition. On our reroofs we file that application ourselves and line up each inspection the division calls for.

My Creeks Bend or Huntleigh Woods house dates from the 1980s. How does that affect a new roof?

Creeks Bend went up mostly in 1984 and 1985 and Huntleigh Woods mostly between 1983 and 1995, so the roofs installed back then predate the code edition Casselberry now reviews plans under by decades. Your replacement is permitted and inspected to the 2023 Florida Building Code, 8th Edition, not to whatever applied when the subdivision was built.

Why do roofs near Lake Howell and Lake Kathryn stay wet so long?

The tree-lined streets between those two lakes shade much of Casselberry, and shaded shingles hold rain and dew longer than ones in full sun. In Florida that lingering damp is where algae and staining tend to begin, so the slopes under the branches deserve a closer look than the sunny side of the same house.
